Civil Jurisdictional Changes

Chapter 2019-58, Laws of Florida, raise the county court jurisdictional threshold for civil actions from $15,000 to $30,000, except for those actions within the exclusive jurisdiction of the circuit court, effective January 1, 2020. The bill also requires Clerks to provide claim value data and necessary case event data to the Office of State Courts Administrator (OSCA) for use in the development of an OSCA report, which is due by February 1, 2021. Concurrent with these changes, the Florida Supreme Court recently issued SC19-1354, which amends the Civil Cover Sheet and its instructions in order to collect information on the amount in controversy in civil circuit and non-small-claims county court cases. This opinion also amends Florida Small Claims Rule 7.010 to increase the small claims jurisdictional limit from $5,000 to $8,000.
